Once your beds have thawed and dried out — for most of Massachusetts that means mid-April through Memorial Day. Mulching too early traps cold, soggy soil and slows spring warm-up; waiting too long gives weeds a head start. If your beds are already cleaned up and draining well, there is nothing wrong with going earlier than the crowd.
