Both are structural fills rather than growing soils: fill dirt is the general-purpose material for raising grade and filling holes, while common borrow is a gravelly bank-run blend suited to deep lifts and construction fills. Neither is meant to support a lawn or garden — cap with screened loam wherever you plan to plant. Both compact far better than stripped topsoil, which is exactly what you want under slabs, drives, and grade changes.
