Paver sand is the standard 1-inch bedding layer for patio pavers; stone dust is a compacted setting bed better suited to walkway slabs and stepping stones. Both sit on top of a compacted gravel base — they are the leveling layer, not the foundation. Get the base right and either bed performs for years.
