Usually no — rake and fluff the old layer, then top up to 2–3 inches total. Old mulch is already breaking down into organic matter that feeds the bed; stripping it out wastes money and disturbs shallow roots. A stiff rake pass in March also tells you exactly how much is really left under the winter mat.
When removal is worth it
- The layer has matted into a crust that sheds water even after raking
- You had fungus or disease problems in that bed last season
- Depth has crept past 4 inches after years of topping up
Measure what is left after fluffing — beds still holding an inch only need an inch or two of fresh material, which cuts the order size. Shop bulk mulch by the cubic yard.
