It works, but it's rarely the best pick — playground mulch is engineered wood fiber built to cushion falls, not to dress up beds. In a garden it will suppress weeds and hold moisture like any wood mulch, but it reads pale and utilitarian next to bark, and the cushioning it's engineered for only matters at 9–12 inch depths under swings — not at 2–3 inches around shrubs. If you have fiber left over from a swing-set project, spend it on utility areas — paths, behind sheds — rather than front beds.
